She’s always clear, accurate and consistent about Putin, “He is a predator,” von der Leyen said. “We know by experience he can only be kept in check through strong deterrence,” she said.
“We have to keep the sense of urgency because we know that Putin has and will not change,” von der Leyen added.
Notice how the language is framed. Calling Putin a “predator” and urging “deterrence” sounds moral and defensive, but it also keeps feeding the logic of permanent militarization. The EU leadership doesn’t just speak to protect Poland; it speaks to reassure arms suppliers, NATO budgets, and the political class that thrives when fear is constant.
None of this minimizes Russia’s aggression. But if we only talk about deterrence and never about diplomacy, security becomes defined entirely by weapons stockpiles. That’s not about defending democracy, it’s about keeping the public in a state of dependency on the same elites who profit from endless standoffs.

Failed deterrence is why Ukraine got invaded. But Putins deterrence works well jn that Western allies fear supporting Ukraine more militarily.
