You’ve left a word out of the headline that changes the meaning. „Selecting“ is different from „down selecting“ (aka shortlisting).
I know this is not applicable to our situation, because we need subs ASAP. But is there a reason we don’t have a ship building with industry companies like TKMS and Hanwha in our Maritimes?
