The picture is debunked, and is fake.
Ottoman officials do not dress up like that. He is also missing a leg. And others have extended arms.

Even if this particular photo is not related to the Armenian genocide, there are reliable and well documented sources of much worse atrocities, which is perhaps why most wouldn’t question this one, and by most I don’t just mean Armenians.
