The math makes no sense.
If Japan actually had $550B to spend on such things it would be cheaper to subsidize its own companies to help them deal with the tariffs than to give it to a man whose word is worthless in the hope that he won’t change his mind later.
There is zero chance that Japan agreed to what Lutnick said which makes him a liar or an idiot.
