Honestly at this point it’s the citizens problem of being to complacent.
As a photographer – the photography permit shit is the most insane. You’re not allowed to use a “professional camera” per government rules at any state park. I can’t even take pics of my kids without being harassed and told I need to buy a $200 permit. Fucking INSANE.
So, life and society 200 years ago were much more simple. Fewer people, different values and less crime, greater sense of civic duty.
Alot of these things on the list, nearly all realky, support administrative expenses, infrastructure, maintenance, etc. For example, you like clean-ish parks, nice camping areas, roads and trails within? Gotta pay for those things

Also rights vs privilege. Then you have the cost to maintain roads, lakes, fisheries etc that money has to come from somewhere to pay the ppl that do these jobs and the infrastructure. There’s also the 10th amendment which allows the state to make laws for themselves.
Say cannabis is federally decriminalized and no longer classified as a controlled substance. The individual state can still make laws based on it. Just like alcohol % limits in beer is different from state to state.
“What happened” is liberties in this case is defined as constitutional rights, therefore no state can convert a constitutional right into a privilege and require a license for it, which is still true, except for maybe some states and their obscene gun laws.

I live in one of the few lovely states, possibly only, that charges people for their own solar panels per kW.

Here’s the shitty part. Let’s say we remove the government from the market. Then a non government for profit entity would just take over and make it worse.
The list is interesting, because several of the items are easily and regularly violated, because enforcement is minimal.
But, other things are important for the well being of the society or the individual. For example, a construction permit isn’t a bad thing. It’s why we don’t have tin roof ramshackle mud walled slums that blow away in a strong wind everywhere. And driving is a privilege, not a right. But, even many of the drivers holding the licensed privilege seem to regularly struggle with the hand to body coordination of steering, acceleration, braking and maneuvering a vehicle. Don’t believe me? Then you ain’t been driving anywhere for more than 5 miles. Ever since the „virus“, it seems like folks have forgotten everything from basic courtesies to laws of physics when in motion. If anything, since almost every accident is preventable, with causation rooted in one or more of those involved doing something they shouldn’t have been, or not doing something they should have. One item on the list is a constitutional right. The right to bear arms. It’s been said that an armed society is a polite society. But, then again, even THAT statement is flawed:

However, there is one license or permit that doesn’t exist yet, and, of all on the list, would have more of a positive impact, if implemented. Because, currently, any biological male and female with fully operational downstairs plumbing can get together and bring another human being into existence. Regardless of the condition of their upstairs computer, be it defective, damaged, broken or deficient. There should be a license to procreate, because if there were better „parents“, there’d be better children. And if there were better children, a lot of the licenses and permits on the list wouldn’t be as necessary. And the movie „Idiocracy“ would be for entertainment purposes only, rather than a foreboding documentary.
I get the licensing and permits come for safety, etc. The problem is the state turns it into a money making system rather than focusing on the main goal which is to serve the public. That’s my opinion.
