I do like this language and hope all states adopt it. If a state’s partisan representation is more than a certain percentage beyond the popular vote, there’s got to be something up. Races have got to be more competitive, and in my opinion, all districts should be made as competitive as possible. Now, of course, you’ll have competitive districts, but data needs to be followed and independent commissions need to be used nationwide. Before that, I think all existing independent commissions should be halted at least in the face of Trump’s radical redistricting plan.
