This is pretty bad misquoting and reconstructing what he said to fit a narrative. Read the original article. The spirit of what he said is basically that Armenia is telling them that the resolution should satisfy Iran’s red lines **but** they have to see for themselves, with their own eyes.
It comes off more as him saying that they trust what the Armenians are telling them, but that it is a serious enough issue that they have to determine it for themselves.
