That LITTERALLY means nothing. There was this whole treaty about giving up nukes and getting guarantees about not getting invaded AND that if invasion happens from one party, the other party would help defend. Idk what it was called cuz clearly both the US and Russia has forgotten it.

If Ukraine was a NATO member Russia would not have invaded and you and I and others would not be having this conversation. The four memoranda were originally signed by four nuclear powers: Ukraine, Russia, the United States, and the United Kingdom.France and China gave individual assurances in separate documents.
Belarus is a Russian puppet state and Russia invaded Ukraine in 2014. These promises of security by the US are worthless.
