    1. Submission statement: Russia and Iran have been quasi-friends, quasi-competitors. After relying heavily on Iranian-exported drones in the start of the Ukraine war, Russia has mostly (~90%) moved drone manufacturing of shaheds into domestic factories. Iran, in the wake of its flare-ups with Israel, is getting frustrated that they are getting the short end of the stick / not receiving support, or even all the promised payments, from Russia.
