That depends entirely by how that State functions, and is something that could change over time. A State could _come to exist_ as a racist State even if it is not one presently, and we should feel free to discuss whether or not it has come to pass.

Seeing the emaciated starved children of Gaza^[0](https://www.independent.co.uk/news/world/middle-east/gaza-israel-malnutrition-palestine-famine-b2793933.html),[1](https://www.hrw.org/news/2024/04/09/gaza-israels-imposed-starvation-deadly-children) is reminiscent of similar imagery from the Holocaust; it’s painful, troubling and distressing to see. It is _easy_ to draw parallels between these monstrous affronts to human dignity.

Isn’t _never again_ meant to be _never again to anyone?_
