The article doesn’t post the text of the rule, and I’m not sure what a „rule“ or „bylaw“ is classified as legally in terms of political parties. But, on the surface, this seems like a really strange way to document, formally and in writing, that you’re officially not in support of any meritocracy and you’re willing to punish your own team if they don’t blindly elect people affiliated with your party.
