This is fine as long as they’re selling to other indigenous people and buying from other indigenous people. They can set up their own rules for how they want to tax and regulate their land. I suspect without selling to the surrounding non-indigenous communities, it wouldn’t be viable. It’s already illegal to have non-stamped tobacco off reserve do the same for marijuana.
