These are Yellow Sacks. They are for waste that doesn’t belong into the regular garbage can. So, this isn’t a sign for missing garbage cans, although I’m not sure if the sacks belong there.
Not every municipality does a bin for the packaging that goes into the gelber Sack.
On collection day, those should probably be put on the curbside.
