This is a natural progression of public services. There isn’t any economic pushback to inflating jobs and that top 5 years to max out your pension is an incredibly strong driver towards getting as high up the ladder as you can before retirement.
Yes! Too many bureaucracies promote people just for doing the same work for 5+ years. Sure, give a cost-of-living raise if the work is good. But don’t give new titles and new pay scales just because someone has been warming a chair for X years.
A few years ago my employer at the time declared a massive push to flatten the organizational structure and reduce the percentage of managers. When we dust settled, about ten percent of the working level had been laid off and we had one more layer of management than when we started.
