California alone has spent $24 billion on homelessness initiatives over the past five years. The SoFi stadium complex cost 5B! They easily could have spent that money building a massive facility to house them in the desert. It can have various sections, parts are an insane asylum, parts for the homeless that are not dangerous and other parts have dangerous homeless that are hopeless.
