Fewer tax incentives, lower tax rates.
Shift the tax burden to the wealthy and more efficient tax methods downcycle.

Canadian businesses, regardless of size, are motivated by greed. They want to make money, as much of it as possible, as easy as possible, and they’ll find ways to make it, whether if it’s for the public good or not. Pretending they have some altruistic duty to create the best jobs for everyone will get us nowhere.
Tax incentives are one thing. Businesses will chase the carrots if it’s easy to obtain. Tax cuts are another if they know the playing field is profitable for them and they get to feel the rewards of their success. But these are also unpopular ideas among progressives because it means cutting social services that are funded by these.
So, you can at least make it easier to do business in Canada by removing red tape or obtaining capital. A lot of businesses have trouble starting out because it’s difficult to obtain bank loans. Or government bureaucracy makes it annoying to do anything worthwhile as a business venture. Real estate is also unachievable for businesses who don’t have deep pockets.
Figuring out ways of making the playground more attractive to play in or buy in will have long term benefits for the public.
