Simply naming someone in a file wouldn’t indicate guilt, even if it was attached to someone’s testimony or an accusation or account of an event. The push back afterwards would be: They were named but they couldn’t substantiate the claim with any proof or evidence, therefore that is why we never charged them with anything.
Not defending anyone. Just saying that’s how it would play out. In order to prove anything, there would need to be physical evidence, like a photo or video that showed the crime. In order to charge anyone who is named in any files, you would also need that type of hard evidence. Everything else would be pure speculation (even tho deep down we know what’s probably true). Just my take on it.
