It’s a limit, not a target.
Fines in Norway are crazy. You won’t catch me driving above 5km/h below the speed limit.
Given „several kms“ are maybe 10, then the car driving 10 km/h less needs just about one minute more. That’s enough reason for you to make a post?

Just overtake or flash the lights. They don’t know what cruise control is for that matter too.
