PS Ich muss darauf hinweisen, dass dieses Gebiet direkt neben dem Public City Golf Hole liegt und viele Touristen dorthin gehen und das sehen werden. Ich bin sicher, dass der touristische Friborg -Tourismus den Touristen nicht gerne sehen würde …

Submit complaint & request to the Mairie of whichever commune it is located in. My commune started taking away trash cans by the picnic area because people started dumping actual trash bags around. You can only try
Chances are that trashbins do not actually help. If people leave this much trash they are not going to bother walking to a bin anyway.
I’m pretty sure that the kind of people who throw trash on the ground will continue to do so even with a trashcan
Write the commune, it’s the responsibility of the Waste disposal department and maybe also the „parks department“ (idk the correct English terminology but if you go on the communes website you’ll find out). Being thorough but kind in your request gives you the best chances of getting taken seriously.
Additionally you could contact politicians in the legislative body, either ones you politically agree with or ones that are most likely to take this issue at heart as well (like the Greens). As parliamentarians they have the capacity to file an official request with the government on what ought to be done to resolve this issue.
