      The title of all of these, from Russia to Ukraine to Israel to Gaza to Iran make it seem like innocents were the target. Judging from the structure of these different powers, one may be more likely to get away with targeting innocents without leaks or trials, but we can fairly assume people aren’t targeting innocents unless they are non-state actors or other weak powers which feel like they NEED to target innocents.
