Canada should start sanctioning American individuals who promote conspiracy theories damaging Canadas image, national interests, etc.
Phil Zalesak could enjoy ostracization from Canada by having a complete prohibition on transactions with Canadian entities/banks, etc.

The lobster harvest is year around in the US… when US ships fish Canadian waters for lobster they let them as they want to continue to let them make a living despite lobster shifting north for colder waters…
