My read is that Hegseth probably heard Trump in a fit of anger at Zelensky say he wanted this, gave the orders to implement it. Then Putin made Trump mad. And then Trump didn’t remember giving Hegseth the order to stop sending weapons.
But needless to say, Hegseth amply deserves having this kind of boss.
