Even if it left Committee, it would die in the House. Even if it passed the House, it would die in the Senate. Even if it passed the Senate, it would die by veto under Trump. Even if it wasn’t vetoed, it wouldn’t be enforced. Even if it was enforced, SCOTUS would rule it unconstitutional. Even if it was ruled constitutional, the agents wouldn’t obey.
