I don’t know this game in particular, but I presume the rules are a variant of „Afrikan Tähti“
I found a facebook marketplace posting with a picture of the cover:

As far as I can tell it’s Norppa themed Afrikan Tähti. You can find rules for Afrikan Tähti in English and invent your own rules using it, but swapping gemstones and dollars for something thematic.
