They look like ordinary Russian liberal relocators. Aliev is playing a dangerous game. I think the good citizens of Azerbaijan themselves will not like it when the members of the Azerbaijani organized criminal groups return to their homeland.

Only people who will be hurt by Aliev actions will be members of huge Azerbaijan diaspora in Russia and Azerbaijan business, there is no doubt about it.
Very interesting question, btw, why Azerbaijan officials become so agitated about arrests and deaths of some suspected criminals deep inside Russia?
