Reading this and a couple of other articles, it doesn’t sound like this is increasing actual cross-border pipeline capacity. It sounds like they’re tapping in to the existing Enbridge Mainline where it passes south around the Great Lakes.
I assume the plan is to sell the existing flow at a better price by interconnecting pipelines, not actually increasing Canadian oil exports.
