Only possible way. They have a lot of seized BTC that otherwise would be sold.
It’s a matter of time until most countries establish a strategic bitcoin reserve
Fun fact, I was in Kyiv a few months before the war and my debt card got eaten by an ATM. I was solo traveling and thought I was fucked (only card that worked in the country).
I was able to find a btc atm with good fees and I was fine after all.
