Haven’t the buy local/made/built in Ontario strategies and PSE’s (party-specific exceptions) of the past mainly acted as provincial trade barriers than have contributed to lowering Ontario’s growth per capita compared to the other province’s for the past 25 years due to it’s high rate of internal trade restrictions? Not to mention that [a lot of buy/build local & procurement strategies for provinces & municipalities have shown the policy to have a bad track record & are generally discouraged by economists etc. ](https://ppforum.ca/policy-speaking/why-canada-wants-to-finally-end-interprovincial-trade-barriers/#:~:text=From%20our%20Open%20Atlantic%20report,Too%20bad)
