Looks like a tick bite to me.
Go to doctor/hospital immediately that looks like a tick bite
I’ve seen black flies swell that way.

you would definitely have noticed a tick in that location – they don’t just bite and leave. That’s a mosquito bite
Looks like early stage lyme borreliosis post tick bite. If it is, it’s no joke. See a doctor ASAP to rule it out or for treatment.
Regardless of WHAT bit you, a bullseye marking is a textbook sign of infection, so definitely get yourself in to see a doctor!
I live in TN as well. When the black and gray striped mosquitoes bite me, I get a rash like that, then the skin around it starts to swell. I invest heavily in bug repellant
