IIRC, CPP’s mandate – like many pension funds – is basically to maximize returns at the exclusion of all other considerations. Other pensions, like QPP I believe, have a dual mandate to ensure healthy returns while accomplishing political objectives, like encouraging investment in Quebec in the case of the QPP.
We need to ask ourselves which of these operative modes is what we want for CPP and then accept the inherent tradeoffs with either
