I don’t think it’s just Azerbaijan. I’ve seen them in other former USSR countries as well.

Because of Avtoş, aka, Azerbaijani fast and furious.
They are plentiful, cheap to get and easy to maintain and are built for traversing Siberia. In rural ex USSR countries they are still a staple everywhere along with their 01 and especially 06/07 brothers, as are Zil, Gaz and Kamaz trucks and Belarus tractors. I see them every day by the dozen here in Armenia, often lovingly rebuilt for another 40 years of abuse.
Teens drive crazy on these
People who drive them mostly don’t have the money to buy something better.
