Haven’t read and not saying the ideas are good or bad just to give food for thought: this playbook was written by a group of non profits like
American Compass,which is funded by the Hewlett Foundation, took part in writing this playbook. They are a conservative think tank that also wrote the labor section of project 2025.
The rest are other groups that are funded by venture capitalists and firms or corporations.
Knowing this information, I’m curious what the underlying motives are for those that wrote the playbook.

The [playbook](https://www.rebuilding.tech/playbook) section has about 25 specific policy ideas for the future in the categories of industrial power, national security, and frontier science & technology. Each is interesting and probably worth debating in its own right, but the latter category is closest to my heart. I beleive that science funding is currently at way to low levels, and these ideas give some shape to what we could do besides just giving more money to the same things (which I also think we should do), for example the [X-labs idea](https://www.rebuilding.tech/posts/launching-x-labs-for-transformative-science-funding) that attempt to “ shift federal funding toward a [portfolio-based approach](https://ifp.org/fund-organizations-not-projects-diversifying-americas-innovation-ecosystem-with-a-portfolio-of-independent-research-organizations/) — selecting institutions with a demonstrated capacity to manage and prioritize breakthrough science.“ That said, I also appreciate the ideas to reform existing programs like the [NIH](https://www.rebuilding.tech/posts/experimenting-with-nih-funding) and [SBIR](https://www.rebuilding.tech/posts/reforming-the-sbir-program) ideas, though I’d prefer that the suggestions also increase their budgets at the same time, i.e., experiment with new methods that don’t take away from the existing grants.
