Opening a university in 2026 in a shrinking Japanese city with a population less than 50,000, very few of whom are teenagers, is sort of like opening a pumpkin stand in November.
This is unfortunately sad but yea that the japanese comment on yahoo sums it up quite well:

For rural areas, university enrollment is the biggest time young people leave, and they rarely return. The idea of simply building a local university is a mistake. Currently, half of all private universities nationwide are under-enrolled. It’s virtually impossible for uncompetitive rural universities to maintain both enrollment and educational/research standards. We need to return to the fundamental question: why do young people aim for university? They don’t necessarily go to university to pursue academic excellence; it’s to secure a good job. For most students, university is merely a job training school, a place to spend four years in moratorium. Rural areas should avoid wasting money on such things and instead focus on enabling high school graduates to find decent jobs. If they could learn while working, and gain a slight career advantage over university graduates, there would be no need to go to university at all.
Man this is sad, I just feel bad for the students and staff involved. Seems like the University was designed for around 200 students but would still have 50 staff, this must be a massive sink of money for the prefecture…
