So, before we get driven by the headline, the times they can revoke your PR due to not paying taxes are as follows.
1. Purposely not paying them, despite notice being given
2. Multiple instances of not having paid and of a big amount
3. Having ignored the warnings from immigration to pay such taxes and not having shown the will to improve the situation
If you have obtained PR (which for most requires having proven that you can sustain yourself financially and you have paid taxes properly), and you are not in a huge financial situation in which case I am sure there are multiple ways to avoid getting PR revoked by talking to the authorities about it, I am pretty sure this will not affect you. They can actually give you an extension, allow you to pay in small parts or forgive certain payments even.
These clauses are put there to avoid people who obtained the PR and then thought they could just become freeloaders.

How do you even avoid tax in japan if you work here? Even if you are freelance or own your own company, paying tax is involved in like every step of the process. If you own a restaurant or something and you dont pay tax, you might even get your power/water contract void by the city. Its like impossible to not pay tax in japan.
I think they’re just grabbing people at the REAL edges. It’s always been illegal to not pay your taxes and breaking the law has always lead to revocation of visa. They just announcing stuff to get the credibility of being anti immigration

How would a person habitually avoiding tax payments have PR in the first place? Seems like they are really going after an extremely small group with this one.
