So… 25 guys who share other responsibilities within the Ministry of Foreign Affairs are supposed to „acquire new knowledge on how to participate in negotiations of international disputes“…? And this was proposed by the 維新の会 which makes me think that the real intention is to make sure that Japan can push harder on international disputes with their neighbors (China, Korea, Russia), while the official reason is it to try to be mediators in international issues that benefit Japan when they are put to an end (Iran).

Whatever it is, it feels vague and lacking both resources and specific goals, so I would not trust this will end anywhere.
