    The Norwegian government has adopted a change that restricts the country’s temporary collective protection for people displaced from Ukraine. Men between 18 and 60 years old will, with some exceptions, no longer be eligible for collective protection in Norway.

    “Norway’s controlled, fair, and sustainable immigration policy also applies to displaced Ukrainians. Since autumn 2025, too many have come to Norway, especially young men. Norway has already received the most Ukrainians in the Nordic region, and municipalities report pressure on services and housing shortages. We are therefore tightening the rules. This will ensure Norway does not receive disproportionately more than neighboring countries and will help Ukrainians already here to find work and support themselves. It is also important that as many as possible remain in Ukraine to support the defense effort and keep Ukrainian society functioning,” says Minister of Justice and Preparedness Astri Aas-Hansen.

    Under the new rules, men aged 18–60 will no longer qualify for collective protection, which previously granted a temporary residence permit based on group status. Those applying for asylum will still have their applications processed individually. Current practice shows that very few qualify for protection on an individual basis. The change will take effect soon.

    Some exceptions apply: the rules only affect new applicants and do not change the status of those who already have collective protection in Norway. Minors, men over 60, men officially exempt from or unable to perform military service, and those evacuated under the medevac program are also exempt. Men who are the sole caregivers for children—either accompanying children or children in Norway—are also exempt. This only applies to the child’s father or another close family member.
