      Voltage surge not controlled by thermal plants committed to do it and renewables not legally allowed to control voltage. In Portugal renewables were allowed to control voltage since 2019. In Spain the regulator CNMC allowed it only after the blackout. Sometimes we must ask ourselves who the regulator is working for…
