That sounds an awful lot like the Ticket Sales Act from 2018 that Doug Ford cancelled when he got elected.

The value of something is whatever someone is willing to pay for it. It you put up barriers for resale, without adequate enforcement, people will find markets to get the perceived value for their tickets.
Every time the govt tries to fix the free market it ends up costing us more.
