I’ve pointed this out when noting that while Carney has had plenty of handshake deals on international trade, he has had very few (read none) actually formalized and implemented. [LegisInfo](https://www.parl.ca/LegisInfo/en/bills?keywords=trade&advancedview=true&billtype=3) still only lists Bill C-18 as the only trade deal that actually has been brought before the house. C-13 is referring to a an agreement that was started in 2018, under Trudeau.
Another example:

great! Except…
>Much of what Carney said had been said before by Justin Trudeau’s Liberal government, back in 2022. Canada is, after all, a country that struggles to actually do stuff. Making announcements is easier — which turns my attention toward a different order of government.
Oh. So it’s not some new initiative, it’s the same announcement we had 4 years ago.
