If they leave the territory of Russia and travel to countries that are members of the International Criminal Court and have ratified the Rome Statute, they are required to be arrested and transferred to the court.

What is known about Russia’s abduction of Ukrainian children

The Presidential Commissioner for Children’s Rights, Daria Herasymchuk, previously reported that as of the end of March 2023, Ukrainian authorities had confirmed more than 19,500 children deported from temporarily occupied territories to Russia, though it is difficult to determine the exact number due to the ongoing occupation.

Lubynets, Ukraine’s Parliament Commissioner for Human Rights, reported that as of December 10, Ukraine has managed to return 1,902 children who were deported or forcibly transferred by Russia from temporarily occupied territories.

According to him, some of these children were forcibly moved deeper into Russian territory or placed in Russian institutions by occupation authorities. Others were separated from their families, had their documents changed, and were subjected to efforts to integrate them into Russian society.
