    The Russian government has been gradually restricting Internet access, and specific apps, for several years. This is just one more step.

    The military are very dependent on Telegram; taking away the military’s most treasured tool is unlikely to be an omen of conscription…?

    There is a government-sponsored app which is required for some tasks, but Russians don’t trust it, people have started installing it on a separate device which sits in a drawer until they need to pay taxes or book an appointment or whatever.

    Waiting for Pavel and Elon to deeply criticize the move like they flamed France recently for wanting more control over social network. Oh wait they don’t give a shit about citizens well being, only about their ideal of a corporate controled fascist state

    Telegram is a Russian site and the founder has traveled to Russia many times to avoid a ban. It’s not clear what info he shares with Putin. France arrested him then released him. It’s a mystery what he is doing or who he is working for. Or how secure the site is. But it’s very popular in Russia and Ukraine and banning it in Russia would decimate many groups. Both pro war, but also moms who lost sons which is the primary group Putin wants gone.

    They have replacement sites run by Russia itself. Often companies the state just took over while imprisoning the owners. All to replace Western sites. But Telegram was the one site where the owner moved away from Russia so no one knew if the state could take it over or arrest him.

    To me it seems that the Russian government is cracking down on Telegram just like they already blocked Signal to avoid the possibility of demoralized soldiers organizing a rebellion. The upside is that this reduced ability in communications also makes it harder for them to organize military actions in Ukraine. The government figures they still have radios and that it’s more important that they can’t complain back home.

    Ahh, don’t you just love it when dictatorships suffer under their own flaws?

    A rather strange situation, considering the inherent conflict within Telegram itself, from the perspective of someone who spent five minutes searching online:

    1. On one hand, Telegram’s technical director, Pavel Durov‘ s brother, lives in Russia. He is the architect of the entire structure and knows all the intricacies from the inside.

    2. On the other hand, Pavel Durov himself has stated that a large number of Telegram’s key programmers are Ukrainian.

    So, as I understand it , at some point, the Kremlin received information that, regardless of the user’s wishes, someone could obtain critical information via Telegram. 
    Probably, something unique happened that convinced the Kremlin of this (like the leak of negotiations between Americans and Russians from WhatsApp, which led to WhatsApp being blocked in Russia).

    As for combat conditions, I don’t really understand how Max is worse than Telegram: you can create local chats and exchange video/audio there just the same (according to users and the interface). 

    And from what I read, the fighting is still going on, so the role of Telegram and Starlink in creating an informational combat cloud is probably somewhat exaggerated. Otherwise, we‘ d be seeing the Russians routed all along the front line by now.
