      First, hate speech is not good, no matter who is addressed. So there is no need to do anything additional for Muslims. in this particular case you also have to be aware that these kind of laws are exploited by Muslims all over Europe who will turn every criticism into hate speech and violation of religious freedom or freedom of speech. in Germany, there are now even discussions that non-muslim children should not eat lunch, since it is disrespectful for those who follow Ramadan. so much about that. also moderate Muslims meanwhile have a problem with that.

      I think the laws in Japan are sufficient and it is more important to keep an eye on these groups if they adapt to local customs and be very cautious who you give citizenship to.

I’m personally opposed to hate speech laws on the grounds of there being better solutions that don’t infringe on the bedrock of a free society, but I do think there needs to be greater awareness of and responses to xenophobia and racism (education, media attention, training for civil servants, legal support and hotlines for immigrants, etc.).

      That said, its not like this has got much chance of getting approved at the national level under the admin of Sensō Sanae and her admiration for Donald *“The genetics are not exactly your genetics“* Trump.
