It feels like a populist move. Russians and Belarusians purchasing Tier 1 property (*I’d guess most property in Vilnius will be within 10km of critical infrastructure)* typically have access to capital. If such a law passes, I suspect we’ll simply see an uptick in properties acquired through MBs or UABs instead.
“Unrestricted and uncontrolled purchases can facilitate activities such as espionage, movement monitoring, or logistics coordination, including the use of property for storage or transport.“ I’m not convinced you can solve soft security risks purely through broad public policy measures.
I appreciate that over the past 10/12 years there has been limited oversight and control regarding who was allowed in. However, I would much rather see Russians or Belarusians who oppose the regime, support Western values, and can integrate easily into our society than face uncontrolled migration flows without alignment on values or integration capacity.
I don’t know how legit this idea is. Would it serve the Lithuania and her citizens but I know if such a law passes, major real estate agencies will lose mayor money. In Lithuania, since it’s a part of the World, people with serious money have serious political leverage. Such a law is unlikely to pass.
