I can say this is not normal. Does this thing move? If the radiator is cold try to turn it, if its warm or lukewarm, leave it be. Best case should be calling your landlord and asking him/her.
If cold, then move.
If hot, then not move.
That corner is suspiciously clean. Do you have OCD?
Anyway, turn the thing, see what happens. Either upstairs neighbor starts complaining that you cut off heat circulation, or they don’t and you didn’t
more than 40 y old. probably no work
