Eh? They literally just state what international law is. There’s nothing in the declaration that suggests anything other than the status quo.
As much as Donald Trump is an absolutely terrible president, Europe would not have started doing this if he hadn’t captured one of these ships without a response first.

Europe has to stop begging for scraps from Washington and start acting like a real power. Time to arm, unite, and stop being the junior partner in a partnership that’s already dead.
