Spain is in the same TZ as Central Europe, but parts of Spain should be CET+2.
I.e. a Spaniard and a Pole both getting up at 7:30 today would mean the Polish person gets up at sunrise, the Spaniard gets up before dawn.

7:25 sounds terribly late for Germany. Most people already work at 8 pm and most schools start around that time, too. By rule of thumb I’d say that it’s about 1 hour off.
