Here are some highlights from the article. I believe it’s a good summary of the article. One part is in French and the other is in English.
French:
>“À part le Québec, seules les villes de Winnipeg, d’Halifax et du Cap-Breton ont signé des ententes avec Ottawa.
Des provinces comme l’Alberta, la Saskatchewan et le Manitoba refusent de participer au programme de rachat. En Ontario, la Police provinciale (PPO) non plus n’y participera pas.“
English:
>“Apart from Quebec, only the cities of Winnipeg, Halifax and Cape Breton have signed agreements with Ottawa. Provinces such as Alberta, Saskatchewan and Manitoba refuse to participate in the buyback program. In Ontario, the Provincial Police will also not be involved.“
Are we really surprised though? It’s effectively a policy geared towards the interests and sensibilities of the Montreal landed elite in a province with a regulatory mechanism in place to make good on even a portion of the non restricted firearms collection. For every other province, there just isn’t the same level of interest, enforcement capacity, or data available to even begin contemplating a full crack at it.
Ultimately, had they only done 1 OiC, they might’ve had a shot. Adding two more though only drew more ire and increased the inability to enforce it.
