If I may say something unpopular but true, the cause of the declining levels is the diversion of river water for irrigation. The bad that the drying of the Aral Sea has caused should be weighed against the good that the increase in arable land caused by this diversion. Uzbekistan in particular would be much poorer without the irrigating waters. Also to be considered is how the North Aral Sea Project made legit progress in undoing a part of the ecological damage at a relatively low cost.
It would all be rather hard to calculate…
