Looks like Moritz from the Max&Moritz tale

Don’t know for sure but looks to me like one of the Max and Moritz Boys from the Wilhelm Bush story
Going after his hair, he resembles one of the boys in the story about Black Peter ( the inky boys)
Like Others Said, He looks a little bit like Moritz from Max und Moritz, but they were written by a different author (Willhelm Busch), so it doesn’t make sense.
