So in Turkey 25% just stay at home doing nothing? I mean, in most European countries unemployed people can still take courses provided by the state for free (even if they aren’t anything special, it’s always better than doing nothing).

Wouldn’t a large part of such young people be in the 15-18 years old bracket. There would be less employment for the older bracket.
